A typical note verbale does not have the country's emblem on the top left and not signed at the bottom by a diplomat.
Note verbale (French pronunciation: [nɔt vɛʁ.bal], verbal note) is a diplomatic communication prepared in the third person and unsigned: less formal than a note (also called a letter of protest) but more formal than an aide-mémoire.[1] A note verbale can also be referred to as a third person note (TPN).
