2. Arrondissement of Cognac, (subprefecture: Cognac) with 112 communes. The population of the arrondissement was 84,535 in 1990, and was 83,083 in 1999, a decrease of 1.72%.
3. Arrondissement of Confolens, (subprefecture: Confolens) with 139 communes. The population of the arrondissement was 38,283 in 1990, and was 36,719 in 1999, a decrease of 4.09%.
