Born in Ottawa, Ontario,[2] Burke attended Lisgar Collegiate Institute where he was a member of the school's cadet corps.[3] The year after graduating from high school, he won The King's Prize at the age of twenty, the youngest person to do so.[4] Burke would go on to win fourteen victories and eleven second-place finishes in his career.
